Controlled Substance Auditing in 2024

Session Synopsis

Hospitals across the US are accountable for controlled substances federally (to the Drug Enforcement Administration) and to various state agencies, depending on location. A number of facilities and health systems have settled with DEA/Department of Justice and state agencies for falling short of those standards. This session will introduce how basic controlled substance transaction reports can be used to help detect non-compliance in medication handling and consequently prevent diversion. The capabilities of advanced data analytics programs for ongoing surveillance will be discussed. High level operational review of controlled substance processes will be outlined. Pulling reports and operational review together, the session will relay direct experience with maintaining compliance with DEA/DOJ and state Board of Pharmacy settlement agreements.

Biography

For over 20 years, Luke has worked with various hospitals and health systems across the US on reviewing comparative analytics, improving pharmacy processes, and implementing automation. He is the owner and principal consultant of Diversion Specialists, LLC where he has performed operational diversion risk assessments at over 200 hospitals and health systems across the United States. He has worked closely with the Drug Enforcement Administration, the Food and Drug Administration Office of Criminal Investigations and various local law enforcement agencies to resolve cases. He formerly served on the Executive Board of the International Health Facility Diversion Association and has recently begun consulting with the United Nations Office on Drugs and Crime.
